Trigger Courier notifications server-to-server via the Send API (POST /send). Maps recipient identity (user_id, email, phone_number) into message.to and Signal event properties into message.data for use as Courier template variables. Email and phone are sent in plaintext because Courier delivers to the real address; it is a notification platform, not an ad-matching network.
